Online participation is limited when promoted in not-already established online/physical groups

When the use of Web 2.0 technologies to support participation is promoted into newly generated groups, the online participation of group members is limited by their initial limited knowledge and confidence in other group members and facilitators.
Participants are less incentivized in sharing ideas and material since no common ground has been established. More time should be dedicated to community building tasks before starting using the technology.
